Ministry of National Food Security & Research (NFS&R), Government .of Pakistan in 2013 through the office of the Animal Husbandry Commissioner (AHC) requested the OIE to conduct the Performance of Veterinary Services (PVS) in Pakistan. However, as a pre -requisite for any OIE-PVS mission, the submission of a dossier containing relevant information on the animal health and veterinary service structure in Pakistan is essential. In order to do so, the M/oNFS&R requested the EU-funded Trade Related Technical Assistance (TRTA II) programme to provide necessary
assistance through the recruitment of a national consultant to prepare the required dossier, to which the OIE solemnly agreed.

Recognizing the need to have an efficient veterinary service structure in the country having capacity to exploit the country’s potential in livestock sector, the Ministry of National Food Security & Research requested the EU-funded TRTA II Programme, implemented by UNIDO Pakistan, to provide baseline information for OIE Performance of Veterinary Services (PVS) Evaluation of Pakistan, at the behest of the Government of Pakistan.

Consequently, the TRTA II Programme recruited Dr. RH Usmani, a national consultant/ veterinary officer, to prepare this document. The document was then vetted by an international expert, and submitted to the OIE on 19 December 2013. The OIE evaluation will help identify the gaps in the country’s Veterinary Services and provide an opportunity to the policy makers to prepare a veterinary service structure, based upon gap analysis, laboratory services and capacity building through public private partnership, in compliance with international quality requirement, as laid down by OIE.
