Policy Paper on SPS Controls in Pakistan

The initiative to draft the Policy Paper on Sanitary and Phytosanitary Controls in Pakistan was taken in November 2010 at the behest of the National Animal and Plant Health Inspection Service (NAPHIS), under the then Ministry of Food & Agriculture to consolidate efforts to strengthen the framework of food safety and animal and plant health in the country.

The drafting ofthe paper was done with assistance from the United Nations Industrial Development Organization (UNTDO), within the framework of the Trade Related Technical Assistance (TRTA II) Programme funded by the European Commission, which commissioned Dr. Ian Goulding, International Expert in SPS, to produce a working paper on SPS controls in Pakistan.

A series of consultative meetings were held in Lahore, Karachi & Islamabad co -hosted by NAPHIS / Ministry of National Food Security & Research and UNTDO, where the policy paper was presented and further refined based on recommendations tabled at these consultations. Participants of these meetings included senior officials from the Ministry of Food Security and Research, provincial food, agriculture, livestock, health departments and the private sector associations.

The document was reviewed and discussed at various fora, such as the FAO, USDA, DFID,AusAID, food business operators/manufacturers, and various international and national NGOs including German Aid Agency (GIZ) and Norwegian Aid Agency(NORAD).

Resultantly, a revised and consolidated policy paper on SPS management and official control system in Pakistan was finalized and the idea for the establishment of a Federal Regulatory Authority responsible for food safety, animal and plant health came into effect.

The Ministry of National Food Security and Research wishes to acknowledge the valuable contribution of the TRTA II programme in finalizing the draft policy paper aimed at putting in place an integrated SPS management regime in the country to promote export of qualityagro-based products in international market. The time and expertise provided by the NAPHIS team under the guidance and supervision of Malik Zahoor Ahmad, Director General (NAPHIS) helped immensely in contributing at policy and institutional level.

The Ministry of National Food Security & Research also wishes to acknowledge the contributions of Mr. Steffen Kaeser, Mr. Bruno Valanzuolo (CTA, TRTA II), Mr. Zawdu Felleke (ex-CTA TRTA II), Ms. Laura Weber, Dr. Ali Abbas Qazilbash, Mr. Badar-ul-Islam, Mr.Aurangzaib Khan and Dr. Nasim Akhtar.
